60 degrees from normal is 30 degrees from parallel. So the reflected ray is 30 degrees from parallel to the surface. If the refracted ray is perpendicular to the reflected ray, that'd be 30 degrees to the surface and another 60 up from parallel on the other side. Half the incidence angle.
