When tap water is used as conducting liquid in a closed circuit the bulb glows because tap water contains several impurities which helps in conducting electricity.

SAP1010: If the batterynis off
het: Since the source of the elcectricity is battery so if it is removed then the circuit will be incompltete and the bulb will not glow!!
