Explanation:

The particles (Molecules) of frozen H2O has air space between them. These air spaces decreases the density of ice increases when the temperature increase from 0°C to 4° C. In this way, The volume of Ice decrease between these temperature. And when the temperature further increases from 4° C to 10° C or 20° C. The particles gets more energy and the starts moving faster and collide with each other and in this way the space between them increases and their volume increases. Hope U Understand.
