Heya heres u r answer.
Because only the top layer of water maybe upto 1m freezes but all the water beneath it remains in liquid state. And also due to the fact that water close to ground will be warm, the water inside will be warmer than outside temp.
So fish can live and also they come up to surface to breathe.
