When the average velocity is equal to the velocity, the particle has a uniform motion. So its displacement-time graph is a straight line inclined to the time-axis.

Vin can be equal to average velocity when the acceleration is zero or velocity is constant because in this condition all the Vin will be equal to each other and also equal to the average velocity. Or distance -time graph will be a straight line whose slope (velocity) is same at every point .
