Non-rechargeable battery and rechargeable battery ( lithium - ion battery )
in normal cell , electrons leave from the negative terminal to the positive terminal when the circuit is complete .
When all the electrons travel to the positive terminal and none remaining in the negative terminal , we say that the cell is dead .
In rechargeable battery however the electrons can move back to the negative terminal so that it can be used again , until all the charge moves till the positive terminal . And this happens only with certain type of cells , they're the rechargeable ones . When all the charge is in the positive terminal of cell You can move the charge back to the negative terminal by supplying a charge to it , that's the charging of the phone .
Summary :
WHEN you use it , the charge is moving from negative to positive , while charging it , it's moving back to negative .
In a normal electric cell , the charge cannot move back from positive to terminal .
A lithium-ion battery is the best example for rechargeable battery .

Here is your answer
The chemicals in the electric cell are used the electric cell stop producing electricity the electric cell is that replaced with a new one in case of rechargeable batteries such as the type used in mobile phones cameras and inverter they are used again and again beacuse rechargeable batteries can be recharged by providing them the current by secondary cells or storage cells.
