President If the Governor of a state feels that State Legislature is not competent enough, he can send a report to the Centre.


Based on this report, the President has the power to dissolve the council of ministers of that state and then the government of that state is governed by either the Parliament or the President.


This is called the President’s rule and is indicated by Article 356.
