because the upper part is in the rest motion anf the suddenly the driver apply the brakes with respect of newton's 1st law the body which is in rest tends to remain in rest unless/until an external force makes it in motion

As the driver applies brakes, the bus comes to rest. But, the passenger tries to maintain the inertia of motion. As a result, a forward force is exerted on him.
