No. In many cases, force does not cause any motion. If a plate is sitting on a table, then gravity is applying a force, but the plate just sits there. It does not move. There is force but no motion. Of course, there is an equal and opposite force. The table is pushing up on the plate. There is zero net force. When there is zero net force, then the acceleration is zero. If the object is already stationary and there is no acceleration, then there will be no motion.

inetia plays the major role in this case when no force is applied the moving body will move forever and the body at rest will remain at rest forever...
