In every country there are different social, economic and political levels in the society. One may have more power and standing while others do not. 

A democracy is based on the concept of federalism, which is the equal division of power in different groups. Hence, in order to balance the power flow in the country, the government has to provide special safeguard for some section of the society. 

For example; The Constitution has special laws for the protection of women and religious minorities.
