Indian Parliament basically holds three sessions in a year. The first session of the year is Budget Session, next the Monsoon Session and finally the Winter Session.

The dates of the session are decided by the Government, basically parliamentary Affairs minister announces the dates roughly 25 days before the starting date of the session.

Then just like any other day in the parliament, All the members assemble at their respective houses(Rajya Sabha/Lok Sabha) and around 11 AM, the chairman in case of rajya sabha and speaker in case of lok sabha gives an introductory speech and thereby the session commences.
