It is because according to Newton's first law of motion,the passenger’s upper portion will remain in motion due to inertia of motion even on touching the ground and his lower portion will come to rest. So he will fall forward.

To explain it further,when a body is in motion, by virtue of inertia of motion when it comes down from train,it tries to continue with velocity of train.But the legs when come in contact with the ground ,are at rest.So,the lower part of the body stops but the upper part moves with the velocity and direction of train.Hence he falls
