The primary inductance or self inductance consists of two components namely the leakage (L1L1)and mutual inductance (LmLm) soL11=L1+LmL11=L1+LmNow the leakage is only dependent on the relative permeability of air (~1) whereas the mutual inductance is dependent on the relative permeability of the iron core (~10000).and the nett result is that the self inductance is reduced due to saturation of the iron core as shown below.

Short circuit amps will flow, depending on the % impedance of the transformer, normally about 10 times normal current. Fuses will blow (if there is one). ... They must be connected to a low impedance load at all times, or shorted. If left open, high voltages (up in the KV range) will be developed on the secondary.
