The reason orange seeds oozes many embryos is because of polyembryony. This condition arises when there is more than one embryo. In orange, the nucellar cells, integument cells develop into a number of embryos of different sizes.

It may happen than the formation of more than one egg in an embryo sac can cause polyembryony.

In simple words, some of nucellar surrounding the embryo start dividing thus resulting in formation of many embryo.

In oranges, ovule contains many embryo.
