When two black holes collide, nothing of this sort happens. Time continues to flow as it usually does. Things get spooky at the event horizon but that is natural. You cannot observe anything beyond the event horizon and time stops there but these are for an outside observer. This is how time behaves around things with enormous gravity for an outside observer.

For a person who falls inside the black hole, time would flow normally.
