Nothing guarantees it; countries simply don't want to lose trust form the other country.

The following are the guarantees that will be upheld When two countries sign a treaty:

1. Treaty commitments are generally held under the universal law principle of “agreements must be kept” (pacta sunt servanda), suggesting that they would carry on their treaties to protect the rights of their nations.

2. The most important thing when two countries sign a treaty is that they cannot break the rules of the treaty, doing so can result in serious consequences.
