When two pieces of ice are pressed against each other they stick together forming single piece why

Two blocks of ice combine to form a single piece when pressed together. Why? When they are pressed together little heat is generated due to pressure and of friction, which just melts the outer layers , when that is melted friction decreases and due to the lowtemp of both the ice cube the water just refreezes .
