When union parliament can legislate on any item in the state list?

It can happen:
When there is an Emergency and President's rule in the State.

If the Rajya Sabha passes a resolution that a subject in the State list has assumed national importance.

If one or more states request the Parliament to do so. In this case the laws will be applicable only to these states...
