You could say so. India had multiple conflicts within it's government over rule. It lost a lot of money due to this, and therefore left most of the country in poverty. The British also colonized India and built up trading (this didn't so much help the Indians as it did the Brits). Finding a job was also a struggle for those looking to get out of poverty. There were few choices available, so an average Indian male would usually join the military, or work in trade production for Great Britain.
