This policy was adopted and implemented by the government around the year 1992 and it mainly focused on the paying the different prices for the different products by the consumers means the people who were better off could pay higher prices as compared to the people who are poor, poor people will be given the advantage to paying less as compared to the rich people. The major chunk of this policy was to help the poor people so that they could enjoy the benefit of spending less.
