When was paper more expensive and easily available in the 13th and 14th century ?

It was more expensive in 13th century as there was less paper available but in 14 the century it was more readily available because of some improvements.

By the 11th century, paper making was brought to Europe. By the 13th century, paper making was refined with paper mills utilizing waterwheels in Spain. Later European improvements to the paper making process came in the 19th century with the invention of wood-based papers.

Paper was not of high quality during the thirteenth century. Also paper was not easily available during this period

This is the reason why paper was so expensive in the thirteen century.  

Whereas during the fourteen century better quality of paper was readily available, so it paper was much cheaper during this period of time.
