In the South, the chola kingdom was established by vijayalaya who conquered Tanjore. Parantaka become the ruler after the death of Vijayalaya. He was very powerful ruler. He defeated Pandyas and took the tittle of 'Maduraikondva' ie the conqueror of Madurai. But he was defeated by Krishna II, the Rashtrakuta king. His defeat brought him home to that he would not be successful in war unless he had a strong kingdom. For this, he took the following steps :

(i) He built tanks and irrigated canals.

(ii) He encourage agriculture.

(iii) He tries to fulfil the basic needs of his people and gave them a goods administration.
