Explanation: The first ever effort undertaken to measure poverty in an explicit and scientific manner to recognize the poor as well as to find out the degree of poverty was conducted by the Planning Commission formed by the Indian Government.
The commission suggested that the national minimum for a family of five persons in each household should be not less than Rs 100 per month for those living in rural areas whereas an amount of Rs. 125 was recommended for those in urban areas , based on 1960-61 prices.This would translate to Rs.20 per capita per month and Rs.25 per capita per month for rural and urban areas respectively.The committee took note of the suggestion in respect of the balanced diet as put forward by the Nutrition Advisory Group of the Indian Council of Medical Research in 1958.
