rowlatt act was passed by the imperial legislative council in Delhi on March 18,1919

1) the governor - general was empowered to give effect the act to any area.

Rowlatt act was passed in 1919. First , enormous power to repress political activities and allowed detention of political prisoners without trial for 2 years. Second this act was hurriedly passed through the imperial legislatives council.
