Often below them are, or were, a column of schooling fish, or a recent kill in the area.

I have witnessed these topside, mostly, trying to scavenge my fresh catch right off the bost.

On more than one occassion, they took off with my bait bucket contents, or an unattended sandwich.

I too saw them congregate over a large carcass. Sharks and others were working below, when it bobbed up. Bam. Bam. Bam.

Been below the water, watching them dive in.

Gulls are fascinating (nuisances at times).
