First it changes from POTENTIAL ENERGY to KINETIC ENERGY and then get changes to KINETIC ENERGY into ELECTRICAL ENERGY.

when water is at rest it is at potential energy and when it starts moving it changes into kinetic energy after that due to water movements it moves the motor present in the dam which results in generating electrical energy.
