When we beat a carpet by stick the dust particles come out because of the law of inertia. Newton's first law of motion is also known as the Law of inertia.

Law of inertia states that a body remains to be in a state of rest and uninterrupted motion till an external force is applied on it.

The dust particles remains settled in the carpet. When we beat the carpet which is in a state of rest with a stick( stick is the external force applied here on a carpet) the dust particles gets disturbed and leave their place and goes into motion.
