air occupies space inside the balloon and exerts pressure on the walls of the balloon thus inflating it.

On blowing air into balloon, it inflates, because gasses exerts pressure in all directions. The air inside the balloon fills all the spaces in it. We also know that air has large intermolecular spaces. The air filled in the balloon pushes and exerts force in all the directions on the wall of the balloon, hence inflating it.
