When you exhale when it's cold outside, the water vapor in your breath condenses into lots of tiny droplets of liquid water and ice (solid water) that you can see in the air as a cloud, similar to fog.The window pane or mirror becomes foggy because the watervapour in our breath goes to the glass and condenses there that's why it becomes foggy.

when we blow air on the mirror from the mouth then droplets occur because off condensation. The kinatic energy of air released from mouth is decrease by the opposite force applied on it by mirror and hence condensation occurs
