When there is freedom of expression of views and opinions in a country and the people have the choice to elect their own representatives and their ruler and the country has a free and fair election, there is no interference of any other body in the role of government and every citizen of the country must have the right to vote and each vote must have one value , then the country or a state can be called as democratic.
