Nails are made of keratin, the same material as your hair. They don't have any nerves or blood vessels. There is no pain because cutting them does no damage and there is nothing to sense pain. All the nerve endings and living materials lie under the nail plate the matrix.

Because nails are composed by dead cells like also our hair ..That's why we don't feel any pain either to cut nails or hair.
