Evaporation is known as a surface phenomenon. To compensate the loss of heat the molecules use the heat from the surrounding causing a cooling effect. When the spirit is rubbed on our skin the substance immediately uses the heat from that specific part of the body where the spirit is rubbed and evaporates. This causes a cooling effect. The skin is a surface area which act as the contact surface area for the evaporation to take place.

When an alcoholic swab is rubbed over our hand, it evaporates quickly. But it evaporates because of the body heat released over it. This means some of our body heat is given out, so that place becomes cold. Hope it helps!
