The coolness of raindrops or snow causes condensation of natural moisture on the inner surface of the glass of windscreen. Hence, the driver need to manually wipe off this inner surface to maintain the visibility through the windscreen when he is driving in rain

The answer of this question is as follows: –

It is because of condensation of water. The condensation of water occurs when the evaporated water cools down, same is the case with driver wiping the glass of vehicle from inside when it rains. The water falling of the glass of rain cools down the glass & water vapour occurs on the inside of the glass.

Example : – when your pour water in glass & also ice cubes in the same glass. The outer surface of glass occurs water vapour because the ice cubes in the glass cools down the glass.
