the level of the water doesnt change because the particles of salt and sugar dissolve in water.. if u try to add salt or sugar to a super saturated solution of water, then the particles of salt or sugar that u add settle down and then the level of water rises else it wont. the particles of salt or sugar, get embedded in between the molecules of water and hence doesnt make any difference in the level of water.
