What does it mean to say politics is about governing or politics is the authoritative allocation of values for a society or who get, what, when, and how?
What you’re looking at here are basically three definitions that sound different but mean the same or similar things. The first definition is the broadest, the second two are each a part of that definition.
Politics is governing
This definition basically requires a second definition. What do we mean by governing? In this case, we mean being in charge of a community that has an ascribed set of rules and a physical boundary, be it a state, county, city, province, or country. Being in charge basically means that you get to decide (or help decide) how resources are allocated, how rules are enforced, what new rules should be considered, and so on. So another way to define governing is deciding who gets what, when they get it, and how they get it.
That being said, governing isn’t all about the rules and codes of a society. In most contexts, a political leader is seen as a kind of moral and social barometer. Their values are often regarded as the standard for their population by outside forces, either because they have been popularly elected and it can be assumed that a majority of people have decided to agree with them or because they have seized power through authoritarian means and therefore have solid control over their population’s beliefs or at the very least the expression of dissenting beliefs. In both scenarios, the governing power is at least nominally proscribing the values of their population and giving a stronger backing to some beliefs over others.
The distinction between the two halves of these definitions basically comes down to soft vs hard power, especially in democracies. A leader in a democracy has to be careful about forcibly espousing their beliefs or risk alienating the electorate. The best thing they can do is use their position and influence to make their belief more mainstream and maybe prefer programming compatible with it.
Where resource allocation and power distribution are concerned, economic and institutional power are much more important.
