modificationPeriodCoeff is used to calculate modification period (in number of radio frames) of System Information.
modification period (in number of radio frames) = modificationPeriodCoeff * defaultPagingCycle / 10ms .
Both the parameters modificationPeriodCoeff and defaultPagingCycle are transmitted in SIB2 within the RadioResourceConfigCommon IE
