I think India is already smart .. but the problem is people are not use their smartness . Really India is very smart .

And when it comes to Language . India is really good with all the emotions , relation's and their own language . I think their is no need of English . but still if u think that every one must lean English . Then the government must make some schemes and make a rule that every child must go to school . and must learn English .
