when you are boiling soup,you are told to decrease the heat applied once the water boils,Is this a good advice?why?

Good advice...else the water will boil off....and the food will be not cooked...

They tell this so that the soup will be in proper condition, have its proper texture in the mouth and so that the water does not completely evaporate. Yes, it is good advice.
