Explanation:

When you judge an object if it is in motion or not, we do it in our view of perspective. So, when you see the person travelling in the school bus in front of you not moving, that is his/her position from you doesn't change with passage of time, and so the brain percieves it to be at rest. Though really, both of you are in motion with respect to someone else outside the bus, standing on the footpath.
