When you copy a formula, pasting in another cell will?

Want to copy and paste a formula down my sheet that has an index formula, however when I copy and paste the set block of range it is suppose to reference changes also.

On RESULTS sheet, columns with highlighted cells in row 20 are affected by this issue. Rows 1-20 are examples how how I would like the formulas to change as it goes down the sheet and row 21 shows what  happens if I simply copy and paste.
