When a salt is present in crystal or powder form the constituents aren't free to move. ... Since there are no freely available charged species salt crystals don't conduct electricity. Now when salt is dissolved in water it dissociates into it's ionic species

Salt is an ionic compound viz NaCl.We know that is ionic compouns don't conduct electricity is solid state,when we dissolve the second in wtaer it disassociats to for Na positive and Cl negative. Due to this it conducts electricity
