if you make 1 cut you get 2 pieces and they are A5
if you make 2 cuts you get 4 pieces and they are A6
if you make n cuts you get 2^n pieces and they are A(N+4)
2^33 is 8.6 billion
So 33 cuts will give you 8.6 billion pieces and they are A37 size each.
However the logistics of sharing those tiny bits of paper is a bigger problem
