This is due to the phenomenon called as "Refraction of Light". Refraction Is the bending of light rays as it changes it's medium.
1: If light travels from a rarer medium(eg.air) to a denser medium(eg. glass) the light ray bends towards the normal.
2: If the light ray travels from a denser medium to a rarer medium, then the light ray bends away from the normal.
So to answer your question, (visualise as you read) as the road is hot, the air near to it is less dense(rarer medium) and as you go higher above the road the air gradually goes on becoming dense and so the light rays bend thus giving it a wobbling effect!
