When you apply force on the cheek of someone then the force applied by your hand on his cheek will be action and the force applied by the cheek on your hand will be reaction , action reaction are simultaneous so you can say the opposite of it also true.
I would like to share the Newton's third law to let you understand it completely.
Newton third law states that,
Every action has an equal and opposite reaction and it acts on different body simultaneously.
Now in this law you can clearly see that that force act on different body.
And as it suggest that the magnitude of the force is equal and obviously the direction will be opposite so the Newton third law applies here .
