When we stir a cup of tea we create a force in the center which pulls out all the particles towards it this is the basic reason for collection of tea leaves at the center of the cup rather than at the rim of the cup, it is similar to the the case of tornado where it takes all the particles present on it way to its center, similarly in case of  cup of tea when we stir it the principle behind is the same, we are creating a force such that it attracts all the particles towards its center.
