some words originating from Arabic language have transferred to the Hindi language with the period of time...
for example: कमज़ोर, तूफ़ान, ज़रूर, इस्तीफ़ा, ज़ुल्म, फ़तवा
When such words come into use we use nukta...

Answer:

Nukta is used to write loan words (sounds) borrowed mostly from Persian and Arabic languages.

It is different from the bindu we use below ड to write ड़ and ढ to write ढ़. In Hindi nukta is used below क, ख, ग, फ and ज to write specialised form of these consonant like क़ as in क़सम (sounds like Q of English), ख़ as in ख़्वाब (no English equivalent available), ग़ as in ग़ैरत (no English equivalent so it is mostly written as ‘gh’), फ़ as in फ़सल (F in English) & ज़ as in ज़हर (sound like Z of English).

In Hindi we write what we speak so if you know the exact sound of the word it is very easy to write correct spelling and you don’t need to remember when to use nukta. Also except फ़ & ज़ use of all other three letters are mostly discouraged in writing Hindi so common forms of these consonants can be used.
