It depends on the management system, but in the UK the majority of sheep will live outside in the winter, with extra feed in the form of forage (hay, silage, turnips etc) and possibly concentrate feed (pelleted food or cereal). Sheep are very hardy - with a full fleece providing they have shelter from wind and driving rain, they tolerate cold very well and as long as they have adequate feed will thrive in blizzard conditions.
Some sheep are kept in barns - mainly because the land locally is wet or lacking in feed. In this case, it’s usual to turn them out onto pasture once the weather and grazing has improved. Or to supervise their lambing (birth) indoors and then turn them out once the lambs are feeding well and have bonded with their mothers.
