I found a civilian tent in a random building somewhere south of Vybor. So I think they spawn rarely with civilian loot, but are quickly picked up by survivors.
On an unrelated note, I lost my tent at Devils Castle. A zed was aggroed but seemingly could not get up the scaffolding, so when my daughter called I went to see what she wanted. Coming back five minutes later and the AI had finally found away, leaving me to watch as I cannot bring my shotgun to bear and gets killed seconds after I return to the screen
