With holiday and vacation "on" is used. If the word "holidays" or "The holidays" is used in sentence we use in or during. Both are interchangeable mostly with this phrase but during is used when something is happening for a long duration of time.

Eg. I will be busy during the holidays.

On is used when the sentence is referring to a specific day like i will go to shimla on my next holiday . It is here referring to a particular day ie his next holiday.

With festivals at is used unless sentence is referring to a specific day like explained earlier
