Building a house as such isn’t much difference, as long as you can find a flat spot large enough to put a house on. But transportation is more demanding in the mountains. It’ll take more effort to get the material in.

Roads are a different matter. Of course it’s easier to build roads where it’s flat and easy to route the road to where you want it to go. Mountains are a challenge. You have to pick a line that’s not too steep. The actual road has to be carved out of the side of the mountain. You may need bridges and tunnels.
